He said it is an interesting configuration from most other hitches and this is the order it will go. You will have the bolt head then the washer, then the hitch, then the weld nut on hanger and then the hanger with bolt coming through the rubber on other side.

The power wire for the Curt wiring harness part # C56176 will always have power since it does connect directly to the vehicle battery. However, unless there is a circuit attached to it that would allow amperage to draw from the power it would not just discharge into thin air. There would have to be something connected to it otherwise it doesn't go anywhere.
